Completes Stage 11 and closes audit finding P2.2. Adds a tracking workspace filtered by fulfillment stage, an append-only timeline of stage changes, and inventory deduction on completion.
Inventory deduction crosses the feature boundary through an outbound port (MaterialConsumptionPort), not a package dependency: feature_orders still has no dependency on feature_inventory, and each app supplies InventoryMaterialConsumptionAdapter from its composition layer. Completion advances the order before deducting, so a rejected transition can never decrement stock.
Verified across all 11 packages and apps: core 90, design_system 51, auth 42, data 63, integrations 123, feature_policy 17, feature_inventory 167, feature_wordpress 545, feature_orders 1085, kell_web 81, kell_mobile 109 = 2373. dart analyze --fatal-infos clean.
