chore: update tracker - feat/custom-order-tracking merged to main (Stage 11C complete)

Stage 11 is complete and audit finding P2.2 is closed. Post-merge verification on main: feature_orders 1085/1085, kell_web 81/81, kell_mobile 109/109; dart analyze --fatal-infos clean. Removed the superseded Stage 11B baseline line, which the 11C entry now replaces.
